There seems to be a debacle over whether this short even existed, or whether it was a working title for another Rainbow Parade. Check the comments section for March 1, 2018's Thunderbean Thursday post. No material of a short released under "Foxy Terrior" or "Foxy Terrier" is known to exist (unless you count the print of "Rag Dog" without titles Steve bought). Two people, Allen and Randy, eventually did some digging in trade journals and the like. "Foxy Terrier" and another Rainbow Parade titled "Putting On the Dog" were once mentioned in the Motion Picture Herald, then disappeared. Reviews of "Merry Kittens" and "Rag Dog" could be found, but none for "Foxy Terrior" or "Putting On the Dog". No short under the latter two titles was copyrighted, either. Randy's hypothesis is that "Foxy Terrier" was the working title for "Merry Kittens", and "Putting On the Dog" was "Rag Dog"'s working title, and both shorts' titles were changed prior to release. This honestly makes the most sense to me.
