From rwd: Although it's called "The Complete Goofy", it really isn't Complete. Missing are "FreewayPhobia" and "Goofy's Freeway Troubles". These two shorts were apparently not made for theatrical presentation, therefore they were not included in the collection. They can be ordered from Disney Educational Productions (expensive, since they are part of a package). However, they can be viewed for free on YouTube as of 2018.
