From Tnarrud :

This film combined live action and animation and was the original Warner Brothers animation studio's final project, probably intended as their last hurrah. As a result, the coral reefs in some of the underwater sequences look like outlines of Bugs Bunny, Porky Pig and Daffy Duck. The character animation of Harry Limpet is also good, except in the scenes where he is talking with his sailor friend on the surface (the ocean waves can be seen right through his piscine body). Amazing animation work all round, ahead of its time.
