The MPPDA and Western Electric logos and copyright notice in the credits are the same style used in the 1948 reissue version of The Bowling Alley Cat.

The video description interestingly notes the print has "A BBC TELEVISION FILM" at the head, and also has a link to an eBay listing for a 16mm B&W print of Salt Water Tabby (1947) with the original titles that sold in 2017.

Ohhh, great find! Nice to see this in motion after all these years. :)

The uploader's theory that it's a British television prints sounds logical. Perhaps the framegrab seen in Thad's MGM filmography was sourced from a TV print, too.

I wish this great-looking test could surface in better quality. It's been out there for almost a decade, but never in higher resolution than 240p...

A silent French Pathe-Baby print of a Terry-Toon, 'Radio Girl'.... with a sequence cut from television of morning clothes rhythmically annoying a cat who is trying to take his time in the shed! Oh, and for some reason, plenty scenes are out of order!

As a tribute to Walt Disney Archives founder Dave Smith, here's a Walt Disney Treasures bonus feature from the first Silly Symphonies set where he and Maltin discuss merchandise based on the shorts; mostly ones from a porkticular entry:
