Currently, Warner Bros. has a policy of only releasing classic cartoons on DVD and Blu-ray as part of the main program if they are remastered. But does this apply only to golden age-era shorts, or does this apply to all shorts, including those from the 1980s and beyond?

I don't think it would apply to the Larry Doyle shorts from 2003 or the more recent CGI shorts, as those were made in an era where Warner Bros. most likely made digital back-ups, so we wouldn't really need to worry about what shape the negatives were in. Not sure if they would have done that for any of the 1990s cartoons.
I would say yes.
