It seems they just want to show this on weekends during their Underground cult shorts and films line-up.

According to Jerry Beck of the World Wide Web site Cartoon Research, there was a delay in Warner Archive's plan to release the movie onto digital versatile discs (the plan was to have it released this past spring originally).

And it looks like Warner Archive will be screening the film at Comic-Con this year, with Mr. Beck as a part of the panel:

I was watching a portion of the version of the movie released by the Warner Archive on YouTube along with a portion of my copy of the version of it that was available through Comcast's video-on-demand service with the same scenes appearing at the same time and had noticed that certain elements in some of the scenes in my copy were not appearing in the same scenes in the version on YouTube due to the way it was formatted.

"Animation Scoop" has a review of the DVDs of the movie released by the Warner Archive with some of the rough language in the audio track for the original version of it.

Turner Classic Movies might have the movie in their programming again next Friday on the twenty-fifth day of this March (I hope they have it appear properly that day and that it would be in its open-matte format).

I had found an interesting review about the aspect ratio of the movie on the commercial video discs for it that were released by Warner Archive recently.

I suggest contacting the Warner Archive about the idea of releasing the original open-matte version of "Twice Upon a Time" onto video discs (I had all ready contacted them about the idea recently).
