If I'd hazard a guess, perhaps it originated as a segment from the Disneyland TV show or maybe even the True-Life Adventures series and was re-edited into a standalone short for educational use?

Can't quite make out the copyright on the auction pics but I see some sites online list a 1968 date.

According to Disney A to Z, this is an educational film from 1968 about the horse and how man has depended on him.
