it was made to promote Disneyland the park, and also to promote the next Disney films that were coming to theaters and being worked on.

one of the last Pooh films with Paul Winchell voicing Tigger. (like Pooh's Grand Adventure 1997, Tigger's singing voice was by Jim Cummings)

I want to elaborate and provide help with your post. Also, unknown to many fans, there was ANOTHER Disney Halloween compilation show, called Disney's Scary Tales of Halloween (usually just written as "Scary Tales Halloween" or "Scary Tales" and it was similar in ways to Trick or Teat).

Disney's Halloween Hilarities (1953)

Lost. Released October 30, 1953. This was a theatrical compilation of shorts shown only in movie theaters. According to my very recent research, it had 9 cartoons and ran 40 minutes. This was distributed by RKO as a last attempt to capitalize on Disney property as their contract ended with Disney that year. Definitely contained Trick or Treat (1952). I doubt it contained anything United Artists produced. Likely contained Lonesome Ghosts and probably Practical Pig. I did find a broken link that claimed this was the broken video from Youtube. Disney's Greatest Villains (1977)

There are two versions of this: the CBS TV version and the UK VHS. I personally own the UK VHS version. The CBS TV version I obtained recently from Archive.org who took it and the PBS version of another Disney Halloween compilation show down.

A Disney Halloween 1981

Right now this is lost media, however, I recently researched this special and found a very insightful article describing this program's structure in detail. It was only an hour long (about 48 minutes minus the commercials) and had 5 segments and was hosted by the "Magic Mirror." It was also a part of the Disney anthology series: "Walt Disney" anthology series, Season 28, Episode 5, on CBS on Saturday, October 24, 1981 at 8:00 P.M. Eastern time. By the reading of the article, they used most of the "Sleepy Hollow" cartoon, and thus called it a short as an introduction to the show. They followed this up with the wicked witch transformation from Snow White, went to Trick or Treat, then to Sleeping Beauty and finished with Lonesome Ghosts. This breakdown reminds me a lot of the 1956 show, "Our Unsung Villains." I have no clue if there was a theme song to this version or not. This was rebroadcast at least once in 1983 on the Disney channel before they introduced their own... and superior in some way... 90 minute (specifically 87 minute) version.

Disney's Scary Tales Halloween

I often found listings for Fox and PBS suggesting this was Treat but used this alternate title for networks other than ABC.

Also called Scary Tales and Scary Tales Halloween

It had nothing to do with the VHS series, The Scary Tales volume 3 of the Cartoon Classics.

I would suspect given Pluto's appearance and pose on the poster that it also included "Pluto's Judgement Day" which would certainly fit the theme.
